Guardian Unlimited the "Failure To Imagine" government excuse is debunked.
Based upon NORAD's own statements, the idea of using a plane to crash into the Pentagon was a viable excersie according to U.S. military planners. According to Terry Ropes, Special Operations officer, this unit was tasked to think like a terrorist and to think outside the box. Well he thought exactly right as the planning unit proposed an attack on the Pentagon by using a hijacked airplane. This was deemed '"too unrealistic" by Pacfic Command. NORAD confirmed the 'plane as a weapon' excersise that was a part of Operation Positive Force.
Not only is this shocking news albeit from 2004, it also highlights the fact that NORAD regularly exercised its response to possible hijacks but never with the intent with lethal engagement. NORAD goes on to state that they conducted 4 excersises a year, normally to include hijacks.
This of course supports the War Games taking place during 9/11 which confused the FAA as heard on flight controller tapes. This also explains why there was no fighter response as well as the 2 F-16 Falcons flying towards the Atlantic searching for "Russians" while Flight 77 made its way to the Pentagon unimpeded.
